Child Development Resources was founded in 1966 by volunteers as the Williamsburg Preschool for Special Children.

In 1977, in response to legislation guaranteeing a free and appropriate public education for Virginia's children with disabilities age 2 and older, the preschool began serving infants and toddlers. The agency's mission was expanded to include training for professionals.
In 1978, the preschool won its first federal training grant - to replicate its family-centered model of services. The agency changed its name to Child Development Resources to reflect its newly defined purpose.
In 1995, with help from a challenge grant from The Kresge Foundation and a caring community, CDR moved to a new, specially designed facility in Norge, VA.
In 2000, a building just across the street from the Norge facility is purchased to help accommodate the seven new programs and 28 new staff that have been added since 1995
